(hex:99) is a glitch item in Pokémon Red and Blue.Using this glitch item from both within and outside of a battle may result in Professor Oak's message that it isn't the time to use the item.
This glitch item can appear in the inventory from a relatively extensive ZZAZZ glitch corruption, due to its index number 0x99 (dec:153) (see Jacred inventory corruption).
