Would Unown be considered a legendary?
In the games, definitely not. It does have some characteristics of a legendary, such as being genderless and having legends about it (wait, don't legends make one legendary? I'm confused… :P ), but it's definitely too weak and common to be called a "legendary" in the true sense of the word.
However, I believe it is explicitly called "legendary" in Movie 3.
