Yes but you can obtain one through a special way. (Kick the tv!)

so? since when does getting a pokemon through a event make it a legendary?

Dude, I had the offical strategy guide, and it said that you could only get mime. jrs in diamond and bonslys in pearl.
It's about as reliable as the anwsers in math text books.
