If I used a Shiny Gyarados with this method, does it increase my chances slightly to have a shiny offspring? Or is it the same if I just used a normal Pokemon from my cart?

AFAIK no, you still get the 1/1639 (Gen IV) or 1/1366 (Gen V) chance of getting a Shiny Pokémon when breeding with two Pokémon of different geographical origins regardless of whether one is Shiny or not.
