I attempted to use a GameShark in every game to battle hex 00, but nothing happens - it's like it doesn't exist..What occupies hex 00 in the Japanese Generation 1 games?

Hex 00 means no Pokemon, so the game wouldn't give you an encounter.

If you want to encounter Hex 00, just change an encounter slot to 00. :)

The hex:00 glitch Pokémon in Japanese RGBY is called "A". To get it, modify CFBF (0100BFCF) within battle then throw a ball (make sure you catch it twice or make sure you have seen Cubone (RGB) or Arbok (Yellow) to not get its Pokédex entry to avoid it turning into Rhydon), or modify D124 & D12B (to 00) to change the first party Pokémon.

In the Japanese Pokémon Pikachu and Blue, you can use 0100BFCF before battle to encounter it without a freeze. In Pikachu it's #176, like 3TrainerPoké but, it's #000 in other versions.
