i was messing with the Debug Hack for Pokemon Yellow and when i got a Pikachu it follows my like the Starter Pikachu.

In Pokémon Yellow as there is normally only one way to obtain Pikachu without trading, the developers made it so that all Pikachu with the same OT and Trainer ID as you follow you around. This applies even before you obtain Pikachu, which there are multiple ways to do so with cheats or hacks, including that Pikachu being frozen on the spot if you obtain it with "wild appeared!" active.
However, having two or more player owned Pikachu in the party still means only one Pikachu will follow you, with a shared happiness value.
