Somewhat interestingly, Teruki Murakawa appears on the US Staff credits as a programmer; given that this item only has a meaningful name in the US version, it may very well be that he named it after himself. This theory is helped by the fact that its sell value is also a likely birth year: $19660.

Teru-sama's data structure is '99 99 00 00 00 01 00'. '99 99' means it's purchase price is 39321.

I think Teru-sama's sell price 19660 doesn't mean programmer's birth year. They just filled teru-sama's price all '99'.

Also, Japanese versions have same sell price even though they were released earlier.

Yeah, I was skeptical about that too.

For reference for others, the offset for the first Teru-Sama price is 0x68C3 (stored so that byte 1 is 1-255, byte 2 is a multiple of 256), but this can easily be found.
