Tweaking Sequence Break

Is it possible to use tweaking to skip the guy telling you there's a power outage in Sunyshore City before you do the spear pillar/distortion world event in platinum? I personally want to use tweaking to get an electabuzz early, but I also know that being able to skip such a large part of the game would allow speedrunners to lower the world record due to, you know, not having to do the plot of the game. If it is possible, where do you tweak, and what pattern is needed?

There's no Spear Pillar-related split in Platinum Any%, so that would have to mean it's possible. The pattern is probably in one of the guides here: https://www.speedrun.com/pkmnplat/guides
