Rating a team is changing bits of it to make it better, not giving just a score.

Hmm…it seems this team isn't completed yet? Also, normally, you don't have to give all the exact data, as for the ID it's unneeded, the PkMn data should be known by anybody who'd bother to try to rate a team, and as for the EXP they are always assumed to be at Lv100, thus opening up their full movepool. Instead of exact stats you'd usually put EVs (as it isn't usually assumed you have the team yet, and also EVs can be critiqued).
I hope I didn't sound too cavalier or antagonistic, that's just some of the basics to know.

What the hell is an EV? I only put all that, as it's what I do. Give full info/detail of my team. I'm just posting my current team, before I get them to 100, to see what other's think. ??

Hmm…
so basically, they are extremely important in altering stats. EVs are counted in each stat, with the maximum attainable always 252 (255 if you hack), and 510 collectively. So, anyway, to get EVs, one way is to beat certain PkMn. Each individual PkMn gives out different sets of EVs. Check an online PkDex to see for some of them. Another way is to use vitamins. These give 10 EVs in a stat, but you can only use 10 vitamins on one PkMn. EVs are best kept track of in a real-world chart. The process of giving PkMn desired EVs is known as EV training. Just a note, it is extremely tedious. Also, one last thing. If the PkMn has PkRus, or has the face (dot in 3rd gen), EVs gained are doubled. Also, the Macho Brace doubles EVs gained in Speed.

Uhh, actually you can get 255 EVs in one stat with out hacking, but it's useless as the 3 spare EVs don't do anything extra.  and, Yami  basically for every 4 EVs you get in a stat, it will add 1 extra stat point once you get to lvl 100

I'm not going to worry about stats, so I'll just stick to the movesets.

Torterra- good moveset overall, though you might want to replace one of the grass moves with Leech Seed.

Staraptor- Wing Attack and Aerial Ace are redundant, with the same type or power, and Aerial Ace has surefire accuracy, so replace Wing Attack with the likes of Steel Wing or a powerful normal-type attack. Later on you might want to consider Brave Bird over Aerial Ace, as Brave Bird is more powerful but causes recoil. You'll want to replace Fly too, but since you're probably using that to travel for now you can wait to replace it until you find another flyer for your team.

Luxray: Luxray favors Attack over Special Attack, so replace Spark with a Attack-based move and keep Thunder Fang. In a similar manner replace Bite with a stronger Attack move of a different type, since Crunch is stronger and is of the same type.

Dialga I won't get into since I'm not that familar with it.
