Here is what you do. Get a ditto, and put first in your party. Go to Cerulean, and walk up above the Nugget Bridge. then go to the patch of grass left and down. Wait till you face a pigey. Then use transform. When its your turn again, press Select on the last move, and select on the first move. then run from the pigey. Ditto's first move will be the cooltrainer move. Now use your PP Up on Ditto's cooltrainer move. Then use Ether or Max Ether on it. then get in battle and use the move! 8)

It may be me or can you do it with any pokemon at all not just the one at nugget bridge. All you need is a Pokemon with more than one move to transform into. You can also do this with any Pokemon that has less than 4 moves and Transform or a move that mimics transform. It is just that you switch you move with any blank move and then the Cooltrainer move makes all other moves above to been deleted. You could somehow mimic transform to any pokemon you like and get cooltrainer move.

Edit: Sorry it doesn't delete it it is just invisible. You can actually recover transform.
