Fatal error - Page 1

I was useing the fourms and I went to "fourm games". But instaed of going there it showed a screen with these words on it. "Fatal error: Maximum execution time of 30 seconds exceeded in C:\wamp\www\glitchcity\forums\Sources\Subs.php on line 862" I have no clue what it means and when I reloaded the page it was fine. Also the fourms have been acting slow. what going on here?

By default, PHP programs have a time-out of 30 seconds, to prevent code from executing forever and causing a strain on the server. That usually happens when the server is slow, and yes, I've noticed too.
