until I realized I should just look at it to save you some time.
It IS very messed up, but I have an idea how to fix that.
Edit: Nope, didn't fix it.
I believe the ordering of topic starters is locked to an order it used to be in… probably a time quite a while ago.

It's ordered by user ID, so it's most likely just outputting them in the order it reads from the database.
