It is just an _ _  ([img]http://glitchcity.info/dexdata/redblue/__/name.png[/img]) then has an encounter code ontop to glitch the graphic (for some reason)

Pikabud is cute! :D Anyway you got that from the site I posted on the PPPE, right? Anyway once on a ROM I tested a code to get a "Beepin", and it just gave me a random trainer glitch PkMn. Seems that is similarly the case here.
