Um… Proof? I'd like to see the sites you cited, I shouldn't have to google anything.
This was covered somewhere on trsrockin I think. If Togepi's GFX remained in the game, it would look like Togepi and not a glitch block. It's possible Togepi was planned for the game. However, I have not seen any "remnants" of it (and when you realize that Missingno isn't the only glitch pokemon in R/B, you'll see that I documented them all)
And the Izz lurks around. He just doesn't see any reason to post, seeing as how all the discussion is on that mystery dungeon game. Blech.

I never said he was in the game.I said only his tini bit of info is in th egame but couldent be fully deleted.Like missingno!He is just a filled in slot >_>

There was a beta system and what about glitches with the names of beta pokemon? and I remember seeing on a glitch website(not pokegod) mentioning togepi being beta but I forgot the source.
They just didnt fully delet his name cuz nobody could get it possibly?
Still I find it ODD r/b/y glitch pokemon always use the same gfx!
I think the glitches couldent be removed so they are just filling in empty slots.Maybe in the development of pokemon somone accidently f***ed up the pokemon graphics or pulled a prank scrambling up the pokemon gfx's of each of the glitches explaining why they always use the same gfx.

Still its possible most glitches we know were once beta but kinda removed pokemon.
