This would be how fast the move is.
Quick attack would be really high in speed, but rock moves would be slower.

So would it be like Pkmn Speed x Move Speed?

I think it's quite a good idea actually, as I used to wonder why Quick Attack, etc. were just as fast as Extremespeed & Mach Punch.

I would probably have it like accuracy, as in out of 100, although it could go up to 255 instead ([size=1]like power[/size]).

Yeah but most attacks would only go as fast as the pokemon is fast so what's the point?

they already have a move speed, it's called 'move priority' and while most moves have 0 move priority some (like Bullet Punch, Extreemespeed, ect.) have a high priority and some (Trick Room, Counter, ect.) have negative priority.  Don't be ignorant and look into these things in the future please.
