For Bidoof, Level 41; Bibarel, Level 48. Both also learn Super Fang and Hyper Fang before learning Superpower. Otherwise, both are fairly plain. It was probably a joke by Game Freak.
"Hey, let's have this weak beaver pokemon learn Superpower!"
"Yeah, that would be hilarious!"
"Then maybe we could have them appear at high levels so then the player goes to Sendoff Spring, runs into one, and then has their Aggron wiped out by a Bibarel!"
"Hahaha, 'Wild Bibarel used Superpower!' The trainer would be like, 'WTF?'"
