Interesting video! Reminds me of that Trick Room Speed glitch in Generation V where a faster Pokémon can go first under Trick Room if its Speed stat exceeds a specific amount.

The way speed processing works:

1. Apply stat mods and ability/item mods as usual
2. If anyone's speed exceeds 10000, cap it at 10000.
3. After applying step 2, if Trick Room is in effect, replace all speeds with (10000 - speed), but only for the purpose of deciding turn order. The speed figures used for Gyro Ball and Electro Ball remain unaffected.
4. After applying step 3, if anyone's speed exceeds 8191, subtract 8192 from it.

This isn't unique to 5 either, GF has been content to leave that as the system in place ever since then, complete with all its quirks. Notwithstanding these limitations, the highest speed it's possible to achieve (even ephemerally) is 16128, while other species cap out at 12096, but step 2 remains in place up to at least Alola.
