Yeah, I have to say its ar-see-us. It just seems to make the most sense. Anyways, I am waiting for the next Pokemon movie to find out how it is really supposed to be said.

Perhaps there is no actual right way to pronounce a pokemon's name, despite what the pokemon handbook series and the anime say.

(If everyone went by the anime, then we'd probably be dead.

In PBR, the announcer pronounced Arceus, Ar-see-us.

If its the same announcer from the US Pokemon Stadium series then he'll often pronounce names wrong due to his accent. "Oh its Arcanine" of course, the pronunciations are often incorrect in the anime and this was a guy working for Nintendo so go figure. He might actually be pronouncing it correctly for all we know. Then again he may not. I've noticed that Legendary Pokemon names tend to be the same spelling and otherwise in Japanese as they are in English.
