Ok, you're number #3.

The Gyms/Elite 4 aren't based on the type of the pokemon, rather, the type of Glitch. Example, Gym Leader #1 will only use the #250 Glitches, while Gym Leader #2 will only use the "PokeManiac" type glitches.\

Still need help with Advance Text.

Ok, all you have to do is provide a sprite, or at least describe what your sprite looks like, so I can make it. Normally I'd use the one in your avatar, but 1 Flint based sprite is enough.

The one in Fivex the Third's avatar  and the one you provided are obviously based on Flint's D/P sprite. Just with some of the colors changed.

Well it's not exactly a new idea but at least your actually working on one.
Although I don't like the pokedex entry "No one knows why it evolves into Kangaskhan." isn't exactly correct.

Like Yellow Missingno.'s old entry, I didn't want it to break the 4th wall. Now it's fixed.

Ok, cool, hey, GARY 'M 9, because you seem knowledgeable in ROM Editing, how do you edit text past route 101 in Advance Text? Because that's as far as it goes on the list.

What Version are you hacking?

Edit: Never mind.  There's no complete .ini for any version of pokemon. You're better off using the Hex Editor XVI32/Translahextion for MASS TEXT EDITING. Assuming you can find the .tbl file for the version you're working on.

I'll probably be using Advanced text with XVI32 to make that .tbl/.XCT file.

Edit: I currently have ? and captial letters ledgable.

Edit 2: lowercase and ! are ledgable

Edit 3: Added . and ?

Edit 4: I'll add a notes file to go with this text XCT file
