This problem has been around since the first gen - if the anime is to be believed, catching Articuno/Moltres/Zapdos would f**k around with the weather disastrously.
Quit putting logic into a CARTOON/GAME for MOSTLY KIDS because it's NEVER GOING TO WORK.
